Get the fall right and EPDM or fibreglass will see out twenty years and often a good deal more. Current felt systems sit a little below that. The blistered, split felt people picture when you say the word is not the material anybody lays today.
Because it is not reaching an outlet. Either the fall was never built in, or the deck has sagged under it. Water still standing two days after the rain stopped is the sign. Recovering over a pond without correcting the fall buys a few years and nothing more.
The shape of the roof decides it. A big uncomplicated area - a garage, a wide back extension - suits EPDM, which goes down as one piece with nothing to join in the middle. Anything awkward, with upstands, a dormer top or a rooflight to turn up against, suits fibreglass, because it is formed in place around whatever is there.
Sometimes, if the deck under it is dry and the fall is right. If either one is wrong, overlaying only hides it, and the new covering fails from underneath within a few years. The free roof check settles which of the two you have before anything is ordered.
The same materials, in a smaller and more awkward space. A dormer top is mostly edges: the cheeks either side, the abutment against the main slope behind it and the front trim, with very little open area between them. That suits fibreglass, formed in place around the details, or a single sheet of EPDM cut and dressed in on site.
The same work with less at stake, so it is where a plain torch-on felt system earns its place. A garage is a wide uncomplicated span, which also suits EPDM in one piece. What does not change is the fall: a garage roof that holds water rots its deck like any other, it just does it without marking a ceiling anybody looks at.
